If your system as this turned on, you might want to try toggling it off and testing. Not all network adapters have this setting. What this setting does sounds like a good idea from a network performance aspect but it appears to have some impact on game responsiveness in my case. I ended up digging into my windows network driver and found an interesting item called Interrupt Moderation and turned it off, and I seem to have improved my experience a little bit.
